According to Wikipedia: "Venture capital" is a type of private equity capital typically provided by professionals (there are many in Tokyo Japan), outside investors to new, high-potential-growth companies in the interest of taking the company to an IPO "Initial Public Offering."

Startups need venture capital to start, but like any other incubator, Japanese venture capitalists and Japanese angel investors only fund companies which already have traction (eg. sales). There is no one guaranteed answer to the funding problem which all entrepreneurs face.
